Dr. Oscar Manrique, MD, FACS is an internationally recognized, board-certified plastic surgeon at Austin-Weston, The Center for Cosmetic Surgery in Reston, Virginia. With more than ten years of experience, he offers gender-affirming top surgery, breast augmentation, body contouring, and tracheal shave to transgender and nonbinary patients. Education and Training

Dr. Manrique completed his medical training at a military medical school before continuing his surgical education at Harvard and Boston University, where he completed a general surgery residency. He went on to pursue plastic surgery fellowships at Montefiore Medical Center and the University of Southern California, graduating Magna Cum Laude.

From July to September 2016, Dr. Manrique was an International Visiting Scholar in Gender-Affirming Surgery and Transgender Care at Mahidol University, Ramathibodi Hospital in Bangkok, Thailand, where he worked closely with Dr. Kidakorn Kiranantawat in the Division of Plastic and Reconstructive Surgery to advance global expertise in gender-affirming procedures. Following this, from January 2017 to April 2020, he served as Co-Director of the Surgical Transgender Clinic within the Division of Plastic and Reconstructive Surgery at the Mayo Clinic in Rochester, Minnesota, helping to develop surgical care protocols and support transgender patients. He subsequently joined the University of Rochester as a plastic surgery attending. Dr. Manrique has also held the rank of 1st lieutenant in the Colombian Medical Army Reserve.

Research and Awards

A prolific researcher and educator, Dr. Manrique has authored more than 200 peer-reviewed publications and has been invited to lecture as a Visiting Professor at universities and medical centers worldwide, including Harvard Medical School, Cleveland Clinic, and institutions across Europe, Asia, and South America.

His contributions have been recognized with numerous honors, such as the Mayo Clinic Young Investigators Award, the Best Breast Paper Award from Plastic & Reconstructive Surgery Journal, the Icare Silver Star Award, and the William Worrall Scholars Program Award. He is also celebrated for his mentorship of minority medical trainees and his commitment to advancing the field of reconstructive and aesthetic surgery.

Gender-Affirming Surgery in Virginia

Dr. Manrique provides a range of gender-affirming feminizing procedures, including breast augmentation, buttock augmentation, and body sculpting, as well as tracheal shave. These procedures are tailored to help transgender women and nonbinary patients achieve body contours that align with their gender identity.

These fees include the surgeon’s fee, anesthesia, operating room, recovery garments, and all pre- and post-op visits. Fees are general estimates only (as of September 2025). Exact pricing can only be determined following a consultation.

Payment methods accepted: Cash, credit card, check, and medical financing (CareCredit). Insurance, Medicaid and Medicare are not accepted at this time.

Surgery Requirements

  • Medical clearance (patient-dependent)
  • Smoking cessation at least 1 month before surgery
  • Not currently pregnant

Additionally, Dr. Manrique follows WPATH selection criteria, which require:

  • Hormone therapy (for some procedures)
  • One or two referral letters from a qualified mental health professional that include:
    • Patient’s general information
    • Psychosocial assessment and diagnoses
    • Duration of the physician–client relationship
    • Surgical criteria explanation with a brief description of the clinical rationale supporting the request
    • Documentation of informed consent
    • Statement that the mental health professional is available for coordination of care (meaning they can be contacted by the surgeon or care team if questions arise about the assessment or support)

Consultations with Dr. Manrique

Patients can meet Dr. Manrique either virtually or in-person. Consultation fees are $100, applied toward the cost of surgery. Wait times are typically 2–5 weeks for a consultation and 3–6 weeks for a surgical date.
